Do you own the house? Are they digging on your actual land? Why are they digging? If they have decided to build the garages themselves then they should not charge you for anything.
If you dont want them to build there, then you should have objected before they started.

Presumably the house is yours and the land the councils otherwise the council would have had to buy the land off you before they could build on it. If you live in a council house then the land would belong to the council. You would have to look at your rental agreement to see exactly what area you are renting. The council would have been in negotiation with you if it had been yours. If not then the council can build as they want. They will also remove all rubbish from the site. It it not your responsibility

If it's your land then they should be buying it from you, you need to check your deed and see whose land it is, if it isn't your land then there is nothing you can do, and they can do just anything they want, but, you should have been notified about any development going on there in case you wished to object, if they didn't do that they would be building illegally. You really need to ask a solicitor

Have they done this already? Was it with your permission? If not then you should charge them! What is it for anyway?
If you want them to do it then they probably won't as the council is so wound up in red tape it would take 45 years!!! If you want them to put garages there for you, you haven't a hope in hell!

The Question is too vague to understand. Who is the Council? Do you own and pay taxes on your land, do they have eminent domain rights to your land. Check with your Town Hall, and get the bi-laws of your town.

I'm sure they won't! They usually notify you before they do the work. If they haven't, it is usually because they're taking the responsibility. You could phone them up and ask them, though, if it will make you feel better.

if its your land they would have to make a compolsory purchase order against you unless its mod or defra. if its your land you deserve money, if not then its their mess they clean it up..before they do fly tip into their rubbish save yourself getting a skip
