Are you sure you don't mean meeting a quorum? A quorum is the minumum number of participants required for a valid meeting, without the quorum no vote will be valid.
Decorum on the other hand is to conduct oneself with dignity and good taste. For example you wouln't laugh out loud or tell rude jokes at a solemn event.
