I am assuming you are asking fo camparison between President Carter, and the boob in teh white house. There is no way to compare on most levels, after all Carter was in the White House 30 years ago, the world has changed quite a lot. There is one good wya to compare though, matters of religon and morality. Both claim to be evangelical Christians, Born Again if you will. Carter used questions of morality in many of his decisions, weighing what was right with waht was best for him, often the what was right ruled. Carter did not force his religon on others, he did not force his ideas, indeed he brockered peach between Israel (Jewish) and Egypt (Islam) using the morality he gained from his firm religous conviction to guide his methods and help make peace. He also made some big errors based on this, tieing energy conservation as a moral thing to do mya have gone a ittle far. Also the economy was pretty rough, and the hostages in Iran left a unavoidable black mark on his term.
Bush uses his "religous conviction" to announce that we are in a crusade, that we will only help por countries with Aids prevention if they spend an equal amount of money on abstinence training (how does this address rape?) bars federal money from potential life saving research instead letting the embryos be destroyed, gets in the middle of a family struggle in Florida, trying to extend the life of a woman whos brain has turned to liquid and is kept alive only by extensive intervention telling us she still has a chance (at least he isn;t the docotr who based on a few minutees of video tape decided that all the other experts who knew the intimate details of the case were wrong, yeah Bill Frist!). Bush who on the one hand swears that all life is sacred, and the next moment runs a state that puts to death tqwice as many people as any other state, sends 2,500 soldiers to thier deaths based on lies, not to mention the 10's of thousands of Iraqi innocents to thiers (yes there were insurgents killed as well, but I am not talking about them). The is a man who claims that he is deeply religous, but does everything he can to protect the rich (wasn't there somehting in the bible about a camel through a needles eye) destroys the environment (didn;t God put us in charge of the Earth, and taking care of it way back in the begining), and does everything he can to retain power while ignoring integrity, honesty and honor.
Who is worst? Only history will tell, is Bush as bad as Nixon or Buchanan? I don't know, but Jimmy Carter has done more good with his time on this Earth, then all the Bushies put together.

What is the premise of your question? I'm confused. Are you asking about Carter's Domestic Presidency? International? Humanitarian aspects? Personal? And, to whom are you referring as the "butcher on duty?"
