Perhaps it's a double negative thing, by saying bye bye we're admiting our reluctance to say goodbye.

its easier to say bye bye than saying hi hi. saying hi hi sound like your laughing

I say "hey hey!" sometimes. Hi Hi is reserved for when you can't get someone's attention and you have to repeat it.
