on a federal level you need to be convicted of a felony in the federal court in the state if you have your record expunged if you were convicted in a state court yes you can own a gun.

exceptions have been known to be made, it depends on what the felon did, and if the felony can be removed from the record. For example if its felony DUI, it is fairly easy to have it removed so long as it is only two or so. However i doubt they would remove a felony racketeering charge....
