"Ethnic group" refers to culture, not to continental origin. For example, there are many ethnic groups/cultures in Asia. To name just a few: Arab, Indian, Chinese, Japanese and Indonesian. These big groups are composed of many, many smaller ethnic groups, which can be totally different in customs, language and/or religion.
What you do in your question is generalizing on an enormous scale and that makes you question unanswerable.

I would say North Americans which are a subset of Europeans responsible for the most suffering. But the other groups are learning how to do this effectively.
