A sewer pipe should not have any standing water, so there is no danger of freezing.

Besides that, heat tape goes around the outside of water pipes.

I would not place ANY potential ignition source inside a sewer pipe!(methane gas accumulates inside the pipes and is volatile) You may want to insure that your pipes are large enough to allow free-flow of sewage. If your pipes are large enough and buried deep enough then freezing should not be an issue.

Don't worry about heat tape. Heat tape inside sounds like death waiting to happen, not only the water issue but also methane gas. Insulate the hell out of it from floor to the ground and it should be fine. And don't let the faucets trickle.

Sewer pipes are burried deaper than supply pipes. That way they don't freeze(plus there isn't suposed to be water standing in them anyway).

It doesn't make sense to be concerned about freezing "sewer" pipe.
It shouldn't have standing water in it, unless your sewer backs up?

Now, I could see wrapping tape around outside water pipes.

Each to his own..................
