Go to county court house.
Those papers need to be filed and done by a judge.
Local Child Support Enforcement office could help.

If someone's filed papers on you? Well, you'll get them soon enough. Otherwise, try the prothonetary's office at your nearest court house. I don't know if it'll help, though. If it's not directly involving you, and you're not an attorney, I don't really think they have to tell you. But, it's worth a shot

Go through the department of social services. There is usally an office of child welfare or family services. Sometimes they may direct you in the right direction.
