I don't believe that they were friends, but I do know that Sir Walter Raleigh's father, Walter Senior, had married Joan Drake, a distant relative of the famous sea captain, Sir Francis Drake, who was 14 years older than the younger Walter Raleigh. So, it's almost certain that the two men would have known of each other.

They definitely met, but they were engaged in the same trade(piracy) and as competitors in business and for the attention of the Queen they were probally not friends
