even an apparently smooth surface when seen under magnification will look rough with what are known as high spots.by polishing we can minimise these high spots and make the surface smoother

Thos is simply a matter of how regular the surface is, roughness is just an irregular surface. With magnification you can the the flaws in a surface is pits and hills and valleys, groves and gouges.
