How can one deal with a bad "appointed" boss?

This is someone who is put in by the government and these people act as if they are "GOD" because once in no one over- sees what they do. When a boss is more interested in what your wearing, who's in the restroom, who's out sick, who's talking with who, etc.. (all petty stuff) and not the work being done what can the worker do in this sitituation? oh and this boss was heard saying that her job is to make everyone misable. How bad is that? Please anyone who knows how to kick out a political appointee who is not doing their job? please.........

Petition the head of the department that the appointed boss is bad in order that he can be replaced. The letter could be anonymous so that your identity cannot be determined.
