Not racist. However, it does show a certain level of ignorance.
First of all, there is no way that ALL Egyptian barbers give "more accurate shaves" than anyone else in the entire world. Even if Egypt had THE most accurate barber, he would only be one man and his accomplishments wouldn't automatically be gifted upon all other Egyptian barbers.
Second, it is wholly naive and a bit stereotypical of a comment. Racist, no... Wholly unsupported and daft sounding, yes.

Does the statement acknowledge a difference from one race to another? If so it's racist. Weather or not it's positive or negative has no bearing on weather it's prejudicial to a particular racial stock.

no I dint think that it is racism where the person means by that that he is so proud of his country and his people, it is like saying the Egyptian food is the most Delicious in the world.
