You need to do it daily, breath deeply during it, and hold each stretch for at least 30 seconds. Try stretching after warming up with plies and releves (if you know your ballet movements). Lots of these get the leg muscles pretty warm. Or do some general exercises to warm up--jog, jumping jacks, lunges, etc. It may also help to take a hot bath or shower to warm and relax the muscles before stretching. Just don't force it! That's the worst thing you can do, because it'll damage your muscles and then they will tighten to heal themselves, causing you to have to start all over.

I used to have the same problem. Even my jetes were looking bad! Then I started adding a new stretch to my routine.

Make sure you are REALLY warmed up before you try it, and you may want to try it with a partner first. Pile a few books or a firm pillow on the ground. With one foot on the books/pillow, go into a split. Gravity will foorce you farther down. You will be a little sore after this, so make sure to ice it up well and drink plenty of water.

Gradually you can move on to a bigger stack of books or even to the edge of a small chair.

You have to push yourself a little further every day. it doesn't come in a few weeks. To achieve mine I took 6 months. It is hard to remember to stretch every day but it pays off. To remember set an alarm or a reminder on your cell phone or computer.

this is how i learned: get someone that can do it and get them to spot you as you do the splits and have them straighten out your legs and push you down to your limit and hold it for about 1 minute. practice that everyday.

You have to keep trying everyday and you will get lower and lower as your muscles stretch.
