Cause they are stupid.
If a person can drive, they have to be able to see. It is pointless really unless a seeing person drives a blind person there so they can get out and enter their info without having to tell others thereby compromising their security. But come on, how many blind people go to ATM's instead of going inside?

I can not believe people are cold enough to laugh at this question. I would suspect that people who are Blind might use a Taxi and need to use the ATM. But maybe some of the jokers out there could dedicate some of there time for some blind people and take them to the bank and save them a taxi fare.

I started off writing an answer saying its obviously not for the driver, that the blind person gets help to the bank, but I just realized...duh, the screen isn't in braile, just the buttons....ok your right, thats just dumb!

The companies that make the buttons for the ATMs don't just make drive up ones. They make one's for inside banks, grocery stores or wherever too. They don't know which buttons will be used for inside or drive up ones so they make them all the same.
