It really depends on the which context you are referring about. It is good question and you will find lot of controversy about it. UNO and ISO 8601 decided the Monday is the first day of the week.
Unfortunately the system never had a numbering to the days as it is the case for the month.Jewish and Christian practise to regard Sunday as the first day of the week.
Therefore we can say that officially "Monday" is the first day of the week where as the "Sunday" is taken as religiously.
