Yes, very normal for a boy of 13. You are in puberty and your body will grown at a fast rate in different areas for several more years. You will seem to go in spurts and this is very normal. Some part of your body will grow or seem to grow faster than others.
All you need to do is learn how to cope with all these changes you will be experiencing in your life. But don't worry you will.

Yep, it's normal. Your penis won't stop growing until your about 16. A growing penis is a good thing. Wish mine had grown a little longer!
