Tar is a petroleum by product. Gasoline will disolve it. If you haven't got any petrol other than in your car, then you can syphon it from the car, or, if the tank is pretty full you can push a rag carefully through the filler neck so that it soaks up fuel, but DO NOT let it fall in, or any bits tear off.

DO NOT USE GASOLINE - it contains many carcinogenic compounds.

Soaps will not work on Tar.

Easyiest thing to hand is probably nail varnish remover but it will dry your skin out.

It will drop off after a few days anyway you might be best to leave it for the sake of your skin.

Gasoline, Diesel, or, if you have it, Avon Skin-So-Soft Bath Oil (no joke, the stuff really works on tar!)

You didn't ask how to get tar off your key board. Most of the answers will disolve your keys.

paint thinner, white spirit, nail varnish remover

try those

if you still cant get it off soak your hands in hot water because that should soften the tar.

also, i know it sounds strange but try some oven cleaner.

I have used a foot scrub with dead sea minerals in it, it worked much better than gasoline or paint thinner, and left my hands feeling soft.

if you don't have Goop, goo-gone or gas handy, you can also try acetone based fingernail polish remover, turpintine (paint thinner) or WD-40. Good luck!
