This is SUCH a good question! And most people have it right: that this is the way they wrote him and he doesn't get any choice in the matter.
But it is interesting to think of how Spider Man would be different if his powers worked a little differently. Why didn't he grow extra limbs, so he would have eight legs like a spider? (They actually did that for a while, and he had to figure out how to get rid of them. IIRC, it was a secondary mutation caused by the spider venom in his blood when he had the flu. The virus and the spider genes interacted.)
Now, why didn't they KEEP the extra limbs? because it was only a story for the sake of boosting sales; they didn't want to change the character permanently, and giving him extra limbs would make it too difficult for Peter Parker to maintain his secret identity, and they wanted to keep him the way he was because the reader could identify with him that way, and it's all about the sales, buddy. The comic book companies are in business to make money.
If he was REALLY like a spider, sucking the juices out of his enemies, how long do you think people would keep on reading it? After a big surge in popularity (due to the novelty) sales would fall off as people reflected on how disgusting and unnatural it was.
But it's interesting to play around with ideas. One of my favorites was the comedy issue of What If, where (among other things) Cyclops' power beams came out of his ears instead of his eyes. If he ever took off his ruby quartz earmuffs, his power would run wild! I think you get the picture.

If he actually turned into a spider man the webbing would be coming from his but not his ankles or wrist. They did it that away for the comic and movie because of the swashbuckling past. Think of all the old Flynn movies like Robbin hood and captain blood and all of the Tarzan movies. It just looks better that away.

The reason that Spider-Mans "web"come`s out of his wrists is because, really he`s not shooting it out from his body. In the comics, he invented a machine that he put around his wrists and
was able to shoot home-ade web. Plus I don`t think stan and ditko thought it would be a very good idea having him fly around from his ankles

Peter Parker, in the comic books, invented his web liquid. He also created a shooter for the stuff that came out of his wrist near the pulse area. Using his arms instead of his feet, made it wasier to aim and control. In the movie adaptation, Peter was given the ability along with his other spider powers.

As almost everyone has already mentioned, that's because the creators of Spider-man thought it would look best that way. But one thing left me wondering: why on earth should the webs come from Spider-mans ankles?! That would sure as hell look kind of... strange. If you would like the Spider-man release the webs more like spiders in nature, then the webbings should appear from somewhere around his... rear parts. Butt. Most spiders have their spinneret glands located at abdomen.

because the spider bit the wrist so the web comes from the wrist.

Wow, Good question! I'm not sure about that one... I guess they made it that way as a limitation to Spidey's powers. I like the way how he's not all-powerful, I can relate to him more that way. Hey, did anyone see that episode in fairly odd parents where Timmy was imitating Spidey's powers and the web came out his butt? How come Spidey can't do that? hahahaha.

because (unlike what the movie told you) in the comics spider-mans webs come from web shooters that he actualy makes himself. i dont remember if the fluid is an old formula from his father (in ultimate spidey) or something he made. but he uses the metal shooters.
