If you have sex that is unprotected, meaning if you are a girl and you are not on the pill or using a contraceptive device, and your partner is not wearing a rubber, it is NOT SAFE , and it doesn't matter when you have intercourse. There is always a possibility that you can get pregnant and pick up some VD.
These are the FACTS. If you don't want to get pregnant then use birth control and condoms. Period.
That way you don't have to worry about what time of the month you have intercourse. Then you are about 95 per cent safe too.
If you are not an adult and you want to play like you are.... do the adult thing and use contraceptives.

if you used protection than yes
but remember that even if he pulls out before cumming there's still a risk because in the liquid he releases there are some sperms that can find their way...they live up 1 week inside us...yuky, i know...

if you mean before you got your period. then yes it will just hurt
if you mean days before getting it then no. chance of pregancy happens 7 days before and seven days after.

i guess it is safe i am very young but know way more about sex that i am sopsed to know i know about gay stuff i am gay matter fact i know about sex oral sex and stuff like that i know about adds hiv period and more and i am only 11 and have never told my familythat i am gay or know all this
