This applies to american animation too. Look at Bart for example, he's voice by a lady. Men voices change, but women voices basically stay the same, so they are able to voice the young boy or young girl characters...

Well, in my fave anime, Fushigi Yuugi, Nuriko was voiced by a female seiyu. But that made sense since in the very beginning Nuriko was pretending to be a woman so having him sound feminine helped.

It's harder to find males with the higher tenors needed for the younger males in voice acting, it's much easier to hire a female to do the job (and they do quite well I might add) And as some others have said, we in America also have females cast in male roles, like Bart Simpson . . . Ash in the dubbed version of Pokemon is also voiced by a woman.

Perhaps because a "softer" voice would suit their image. For instance Seta Soujiro from Rurouni Kenshin was voiced by a female (though I really couldn't tell X_x), and it really suited the character well. Even Kenshin himself was voiced by a female!

Another thing to consider would be that a female voice impersonating a male's voice might make the character sound more unique.

Perhaps it's because women can manipulate their voices to go high and low in a broader range, while men can go low and but only a certain extent for high.
And also, a lot of japanese anime male are bishounen ('pretty boy') and to have too low a voice would ruin their image.

one convention of anime is that high pitched voices are regarded as "friendly" while low pitched ones are "bad guys." In FMA, alphonse may look menacing but he's a good guy so using a girl to voice him offsets the "bad guy" impression.

because director choose right voice for that character because even that the seiyuu is a woman they adjust their voice if they like....
