When I make pc to pc call it says no answer & then can't call. & disconnects why can't i leave a voice message

Just suppose you call a land line phone and noone answer. If the other party has the answering service or machine installed, you are forwarded to it, and you leave a voice message.

Let's say they did not subscribe to answering and they dont have answering machine installed. what would happen? You only hear calling tones right? This is same thing here. Currently the voice messangers are not offering voice mail services. Thats why you cant leave voice message.
