it is only about 4 inches long and pretty thin...barbed wire...and it's blueish, black,green...

The answer is no.
Whatever color of ink that goes on top of your tattoo, has to be darker than your existing tattoo to cover it. Flesh coloured ink will do no think but go on top.It may lighten it, but it the wire would show through. I've seen countless cover ups done.
Done make a mess of your arm with flesh coloured ink.
Get it laser removed, or leave it alone.

i have about 20% of my body cover in the ink mode. i use to reside in a shop long time ago. part time but still it was a lot of fun inter acting. the best thing for u to do is get it covered up. or worked into some thing else. what made u decide to get that kind of work done? i never have understood the reasoning behind it. or names.or any thing in the traditional sense.

Get it removed by laser (burning). but let me tell u. it would itch like **** for abt 2 weeks. BUT PLS DONT SCRATCH IT. if u dont scratch it, the laser treatment would at the most removed only 90% of the tat what more if u scratched?? Haha, been throught this sht before. Trust me. its wroth the laser treatment.

better off, if you get lasered off, the cover tattoo will just make your skin look like a scar due to a chemical burn

if i were u i wouldnt i lik tattoes and if u rliek old it helps u to remeber the past i think its kool:)

I dont know.....but you can get tattoo removal, but thats fairly expensive....
