All time is hard to say (I doubt many people answering here were around to see some of the legends of the 30s and whatever), but the best I think I ever saw was Joe Montana...maybe not the best statwise, but I don't think anyone has ever had the instinctive feel and knowledge for the game like he did...

The thing that keeps Dan Marino from being the greatest is that he has no rings to wear!!! I would go with Montana, Elway, or Bradshaw. Fran Trakenton is in the same boat with Marino.

If you go by stats and Super Bowls, then I have to say it's Joe Montana. But of course Steve Young broke some of Montana's records. My personal favorite is Roger Staubach.
