if its just a diamond on its own, then you can do just about anything to it short of burning, smashing or disolving it.
wire brush, sand blast, it will come clean.

if its in a piece of jewlery though an ultra-sonic bath is best

I have found that baking soda toothpaste and a soft tooth brush works fine.

A mild, regular toothpaste. Use a soft toothbrush, and rinse well.

found affordably @ wal mart , or any jewelry store .
