it is the same thing happend to me a couple of weaks ago.
i cantacted every one to see what the problem is.
i contacted a computer administrator , he told me that there are not more than 2 things that are going wrong
first it might be your monitor CRT that is not working properly or it might be your graphic card.
then i tested the monitor on another pc and i saw it was working properly.
so it should be my graphic card.... i decided to change it and i got a nvidia geforce then the problem was solved!!!
do the same thing it might help you too.

There is nothing to re-install with Monitor. Check up with your Monitor technician. If problem with CRT Tube (Cathod Ray Tube) u can get stripes over monitor.

If your monitor allows you to de-gauss, do it. Check whether there is any iron object near by the monitor. It causes deflections in magnetic fields.

Reformat your Operating System and if it goes well. If it's not, take out you graphic card and clean it with a cloth and place it back and it should be fine.

Smack it along the side where the lines are. Make it a nice good one. The lines will go away.

check the monitor with other machine if the problem persists, bring it to ur local monitor repair shop.

remove any magnetic or ironic things beside it or clean the vga slot
