Basically the Gov is looking for people that copy, Copy Protected Media, then sell it at a lower price than what you could normaly buy it for legally...That's call Pirating for Profit...
All you are doing is downloading something that someone else has uploaded on a site (for free) and watching it in your own home...Chances are you would NEVER get caught doing that because they're not looking for that...In short, I wouldn't worry about it...

Yes, all sites, well most of them, Log your IP Address. All they have to do then is hunt you down by finding out which ISP gave that IP Address out to the computer and which computer it was.

ABC shows episodes from tv. I can't imagine that it would be illegal, if you can download them.

you wont get caught, and i doubt its unlawful in that case (movies is a different story)
