Because most men can hardly handle one wife... and if men had more than one wife, the divorce rate would go up and what govenment wants to pay for more judges to handle all those cases...

I'm joking...

Seriously, it is because most governments stem from some type of religion or religious belief/system.

If the dominant religion in the country says that a man will only have one wife, then the social laws will most likely reflect that belief. (i.e. Christianity- USA).

However, if the dominant religion in the country allows for more than one wife, then it highly probable that the social laws will reflect that belief. (i.e. Islam- Saudia Arabia).
