Karl Rove's, GOP strategist, salary of $165,200 paid by taxpayers. Was James Carville too? Why?

I asked the question about Rove's salary and an answer came back mentioning that James Carville had worked in Clinton's White House in a similar position. I didn't remember that. Both seem wrong. How and when did partisan political strategists creep onto White House payroll?

Those guys held the position of Deputy Chief of Staff (DCoS), which allowed them to serve at the White House and get paid for it.
