Perpetual sadness is a symptom of clinical depression, which I have. Clinical depression is a medical condition and can be treated. There are different kinds --some are periodic, some are what's called low-grade and are kindof always present which is what I have.
I suggest seeing a doctor to find out what your options are --sometimes it's caused by a thyroid problem and getting a blood test from your doctor could see if that is present.
Certain things help keep my depression managed --not eating sugar, regular exercise, getting enough sleep, taking B complex vitamins, vitamin C and a good quality multi-vitamin (from GNC because they use high-quality ingredients.).

Get some laughter in your life. The best way to do this is to watch some good comedy shows. It's helped me at times when I get depressed. Another good idea is to get a hobby. I use to be depressed, but then I started to keep fish as pets. It helps me to get my mind off of what ever makes me sad. But take good care of them because if you don't they can die and that would make you depressed once again. Always do weekly water changes and don't over feed. Or get another pet of your liking. I've always heard that can help with depression.

Pray, be thank ful for everything....find a way to help someone else..keeping the mind on useful productive activity help...I have a lot of pain in my body...this pain can lead me to depression if I let it. So..as long as my mind is active on something useful then it doesn't have time to even notice the pain. Also, I find songs to sing...most of the time they are already in my mind..so I just sing. It's like a radio...sometimes you just have to change the channel.

please go and see a psychologist. you describe a condition I don't know the name of, but read and saw a report about. do yourself a favor. even though you might not want to go, please do it. nobody needs to feel this way.
