I work at a youth center. Some of the kids have cell phones and some don't. The ones with cell phones know how to call their parents, while the others have no clue. They always ask for their moms or dads number. I tell them, if you were to get kidnapped or lost and someone offered you a phone you couldn't call anyone? Their answer, yes!
So YES I do think kids ages 9-13 should carry cell phones.

When I was a camp counsellor, about a fourth of the girls age 9-13 either asked me for my number, or gave me theirs. Mind you, I'm not a kid. I was 27, with gray hair, and I hardly ever talked to them! And this was not a gender neutral thing either. Know how many of the boys I was directing in my cabin asked for my number, or gave me theirs? None!
What exactly does a child that age need to do on the phone that is so important that they can't wait to get to a pay phone, or call from home?
Can you imagine what would happen if a girl like the ones I met at camp had a cell phone, and went to hang out at the mall for a while? Do you know what your child would do with a cell phone? Do you know who your child would call, or who would call them, or what they would say?
I got along just fine throughout all of my public education without so much as two quarters to rub together in my pocket. If there's a problem there that your kid needs to talk to you about, they can go to the office.
If your kids are too dumb to remember seven numbers, you need to raise them better, and get them to remember. I memorized my number when I was seven, it's not hard to do.
If anyone tried to find out where I was by calling my cell phone, they wouldn't learn anything. I never even know anyone called until I look at the screen. It's either off, or in an area with bad reception, or switched to Vibrate, or accidentally switched to Silence All, or I don't feel like answering... If you want to know where your kids are, ask them before they leave the house. It'll help them plan ahead. If they really can't know where they'll be for certain, give them a pair of quarters so they can call you when they figure it out... lot's cheaper than the cell phone, and it won't screw your credit rating.

Absolutely not. At 9 and 13 what is so important in their lives that would require a cell phone? Parents are out of control. $80,000 cars for a 17 year old who has driven for 1 day, cell phones for babies, extravagant spending allowances.
The only time a child that young would require a cell phone is if they have a life-threatening illness and the parent would have constant access to the child. Other than that it's wasteful and completely unnecessary.

As a rule, no.
However, I'd be lieing if I didn't admit that my daughter had one at age 10 because her mother got it for her. She's 12 now and doesn't have it because of "cost containment" on mom's side, and I haven't picked it up because I don't believe she needs it until she's old enough for me to "trust" her to go places that I haven't FULLY vetted and checked out first.
When she's doing the high-school thing with her friends and visiting people and parties that I may not know everything about, I would give her one because I want her to be able to call me for help no matter the situation.
But if you are allowing your 9-13 year old to go places that you don't "know" about, there are other issues at work beyond the issue of a cell phone.

Depends. I didn't get a cell phone until I was 16 and started driving. I recently saw a commercial for this disney cellphone plan that has limits when you can shut off your kids phones at a certain time. There's also this maping function where you can see if your kids are where they're supposed to be.
I guess that it depends on the kid.

Children need some communication system between they and their parents. But I don't think it is cell phone.
