You have to buy Photoshop ($600), or Photoshop Elements, which is said to be cheaper and easier, then mess around with stuff, like Greyscale, and "Multply" "fill" and layers and tints.Penciled in is probably a "filter" called, "charcoal" or "pencil."

Or a free alternative is the program, "Gimp" which you might be able to find by doing a google search.

Photoshop is an Adobe image-editing program, pricey, but well worth it if you like to have complete freedom to edit your work. There is a plethora of time saving tools that allow you to create virtually anything you can think of.
Check out: http://www.planetphotoshop.com/ for good examples of what is possible.

Try Google's photo program, "Picassa".

It is free.
