Of all the Windows tablet I've seen, the screen size is quite small but then I haven't shop for a notebook computer in a year so it may as well have changed.

If you are a graphic arts major, then a Mac would probably be best. But no macs I know of are tablet compatible, so you can't buy a mac with a screen you can write on. Macs are dominant in the graphics arts industry so you should use that which you will likely use in a job.
Now, if you REALLY want a laptop you can "write" on, then Lenovo makes one, as well as Gateway. Stay away from no-names and lesser name brands - you want MAJOR name brands. You also want 3 year warranty - anything less is foolish - laptops are far more susceptible to damage than a desktop and they use far more brand/model specific components that aren't nearly as easily replaced as those in desktops.
I have no problem with dell, but as far as I know, they don't make a tablet PC.
Lastly, EVERYONE has a failure rate. They idea is to reduce the odds that YOU get one - but the best brands make crap and the crapiest brands can make reliable stuff too. Keep that in mind.

Writable-screen laptops are called tablets. Generally, they're very good, although the product line in general is a little new -- it's hard to tell how reliable they will be, if there will be unexpected problems, etc. These problems will be primarily a function of how the laptop / tablet is made and designed rather than the idea of a laptop in general.
A lot of computer users like Apple computers and laptops for graphics, music and movies. Apple's operating system is a bit harder to use than Windows, and can get confusing. I don't think Apple makes any tablet PC's, so you may have to chose between an Apple computer (generally better in terms of software and hardware for graphic art) and a tablet (you'd be able to draw on the screen and use software uniquely to tablet pcs. Also, there are generally equivalent if somewhat inferior programs for the tablet pc).

Yeah, you'll need to use MS word a lot to use the spell check often. You'll need Apple brand if you're going to be a graphic designer. Don't go to Ebay or those online auctions. Better get it real by going straight to the Apple website or visit the stores.

all I can say is don't buy a Dell. Made a huge mistake a few years back, spending $1,600 on one, pluis another $400 for their "top warranty" and it only lasted 5 months. By the way, the warranty didn't cover crap. Anyway.. good luck. That's all I've got.

If you will not be writing notes on it in class, but just like in your dorm you could buy a mac and then attach a USB drawing tablet to it.
