I doubt it would be a perfect 100 %. I'm not a doctor though, and I do not intend to do that to myself.

As long as the guy takes the right pre-cautions until getting his test results back from the lab confirming that there is NO sperm in the ejaculate. Then yes it is 100%, but not against STD's. I have heard about guys who didn't wait and found out the hard way that they still had swimmers. I have not heard of anyone who has gotten a woman pregnant after a vasectomy, after confirming it was success full.

It's something like 98-99% effective.

There is no 100% effective contraception.

Vasectomy effectiveness is best when you do the follow up (you need to do semen-analysis tests following the vasectomy) to confirm absence of live sperm in the ejaculate.

[Edit]

In terms of "as close as it comes" hehe, female tubal ligation is just a little bit more effective ... 99% I think

100%. I've been snipped for 14 years (at least I think it's 100%. I haven't had sex with the wife in 15 years)

100% unless they totally screw it up. Nothing in life is 100%, but this is as close as it comes.
