I feel for you! Guys stare at my boobs a lot and make jokes about how big they are. If you catch them staring at your boobs, some good comeback lines would be:
1. Not used to big things are you?
2. My eyes are up here, not down there.
3. Take a picture, it'll last longer.

I don't know how old you are but once you hit 20 its pretty much something that always bugs you. you can learn to deal with it and let it go or give them a glare or eye contact conveying that message if that doesn't work Just flat out say "Hey my face is up here" you should not have to feel uncomfortable like that.

Well, I don't know how you're dressing. If you have large breasts and dress in a way to expose them then you've got to expect that the males you talk to are going to look at them. If you dress modestly (completely cover your breasts including all the cleavage) then they'll have less to look at below your chin and be more inclined to look you in the eye.
If you like dressing provocatively then don't whine when they eye the goods.

I feel quite sure that this has and always will be the case. My theory is that it is natural for them to do that. Enjoy it. They think youre attractive. Some day they will hang to your knees and then the boys wont stare anymore.

Everyone has given you great answers. What it comes down to is that you must put them on the spot, embarrass them, and make them feel a little foolish.
It's one thing to glance and another thing to stare.
Here's a line that could work:
"Could you stop staring at my chest because I feel cheated. I was trying to check out you package, but there's just nothing there to see."

Do you dress so as to emphasize your boobies? Often girls dress to call attention to their assets and then complain when they succeed. Perhaps blinders should be developed for men, much the way horses have blinders, to avoid seeing the crowd or other horses. Men would not be able to see anything lower than your chin.

Let them focus in on your boobs as you continue to speak, then snap your fingers and go "Up here" (gesturing towards your face). "The show is up here."
Do this enough times and they'll get the hint.
