I'd guess he means what he said here; we're safer than we were before (in the 9/11 days), but not yet 'safe'.
However, we were never 'safe'. Not only are we not safe from terrorists, we are not safe from car accidents, mean people, and a myriad of other threats to our health and happiness.
Finally, I personally think he's trying to keep the fear of the boogeyman... errr, terrorists... going. We are being ruled by a regime that breaks the law (warrantless wiretapping), ran on a platform of fear, and is the tail that keeps the dog wagging by distracting the public with war, fear, etc.

That is pure ignore. This country is nowhere near being safe, even though we have kinda stepped up from 9/11. I mean let's face it, every time I turn the news on, I'm either seeing soldiers dying in Iraq, the crisis in Lebanon and Israel, gas prices going up and up, the threat of nuclear warfare on countries, and other stuff that just makes you ask yourself, "What good news is there out there nowadays?" I read that article and it nearly made me sick, because I can't believe how this country has changed in this amount of time. It seems as if after 9/11, nothing seems to be really going good. Now we have this crisis in Lebanon that no one really seems to know how to solve. There's been a talk of some nuclear weapons being used and all that stuff, and that's the last thing ANYONE needs to be worried about nowadays. It's hard enough getting gas to put in your car, because with that going up, everything else is going up.....the prices of groceries, admissions into various theme parks, everything. Now you have people trying to blow up planes over American cities, putting the airlines on lockdown again. Everything is just getting straight with the planes, and now something else. When is everything gonna get better again? I'm getting nervous with all of this stuff going on.

America's not any safer than it was 5 years ago when the Twin Towers were attacked. The government would like us to think so, but I live in a town with four separate military bases, and their security situation is simply pathetic. It's the evasive, question-dodging, false-front, "I'm a BIG FAT Liiiiiiar" kind of English. Sad, but true. :)

it's the typical republican double talk...
things are great under our leadership... unless we need them to be horrible...
for example:
Bush and Rummy say Iraq is fantastic and they use all these stats like "we have 250,000 fully trained Iraqi troops"... yet when they talk about leaving "we have a lot of work that needs to be done"
basically if you criticize something, they will tell you how great it is... but if you want to act on something, then they will tell you how horrible the same thing is...
in your quote he's saying "America is safe because Republicans keep you safe"... but then he says "Terrorists are going to kill you and we have to do everything we can to keep up security"
why do we need to worry about safety if we are safe? it doesn't make any sense...
again... it's the "we're doing a great job"... then "things are horrible and you need us"
they have had 6 years to make things great... either they are great or they are horrible... they need to make up their mind...

This is his only field where he feels he can act on. Something happened during his bought watch, or maybe our government performed this deed, who knows, but he has no other field to draw on so he has to concentrate on this only. It doesn't matter if he disrupts the American way to do it and take away all your freedom, it's all he's got. Without this, none of his whole administration makes any sense.

I don't know exactly. I think he means with Saddam out of the picture we're more safe, even though we weren't really in danger, but we're not totally safe yet because of those extremest nut jobs still running around.
