Probably the bright red star Antares. It tends to be low in the south from mid-northern latitudes (in Scorpius). Due to its low elevation from the horizon our atmosphere can create all kinds colorful twinkling effects. I've seen this sort of thing with other stars too. Sirius does this alot.
Check out the general direction of this tomorrow night at the same time of evening. You should be able to see red Antares. If the air is clearer and less turbulant it may not flash and change color as much but you should still be able to varify that it is a star and not a UFO.

Civil aircraft have red and green lights that don't flash. Sometimes they appear to flash, however, especially when you stare at the same point. Don't focus on it too long.
I might also guess it to be emergency vehicles on a hillside.

It is probably a satellite. The gases and other particles in our atmosphere make the light coming from it refract and some of the colors of the spectrum show up.

I saw this before too, over lake Ontario: but different colours, and unmoving. The next night it was gone. A month later, it was back. Too low to be a satellite, too high for a tower, and too still for a plane...hmmmm...
I second that question!

actually it must be some high rise building , on top of it they put flashing ( red / blue ) lights to guide at airplanes and helicopter away from it.

Might be just a helicopter or a military aircraft that can hover, or it could be a radio antenna or high-rise building. Or, you know, a "weather balloon". Although I doubt that seriously. :)
