Coherent sentences complete with periods and no dangling participles will help your concern. It is hard to answer a question posing itself as a trainwreck. Perhaps you should take the vehicle in to your dealer. They will have the most experience with your particular vehicle. If the stumped mechanic was at an independent shop, you will benefit from a visit to a more knowledgeable technician.

Same happened to our 2000 Neon and 1995 Neon...both times the idle needed adjusting, and that was all. I'll bet you did not take it to a Dodge dealer because they know all about this problem as it is in their updated service manuals. If you did take it to a Dodge dealer, their service is lacking so take it to another, or have them call Transitowne Dodge in Williamsville, NY, as they have a handle on this for sure.

Try cleaning the throttle body with a rag and some carb cleaner, there is also a idle speed motor on the side of the t-body that may not be opening all the way.

Idle air valve most liley, sometimes in tb, it hapens when you put a load on car, thats sound like the iac valve, it should bump up idle to roughly 8 or 9oo rpms when you need it and and not stumble. you should clean tb and install iac valve.
