take it to the city's road and bridges department. You might also think about taking it to a city council meeting and voicing your opinion that way it will be on record and be heard by those who can make a decision to change the policy.

First talk to your neighbors about why you don't like the new signs. If they won't do anything about it try one of the methods below.
You could go to your city hall and find out the regulations for filing a complaint. They will most likely take it, add it to their pile, and in a year or two you may notice some change.
One person is very easy to ignore and in this situation the phrase "strength in numbers" applies. Instead of just filing a complaint from you start a formal petition to remove the parking permit signs on your block. Get neighbors to sign it. The more the better. Take it to city hall and write an article about it and send it to the local newspaper. You should see action much, much quicker.
Good luck!

Talk to the local Police Department and see what the procedures are to have them changed or removed. If you don't get satisfaction, go the the City Manager, or the Mayor, or even the City Council. Don't give up, you have to run thru the hoops. Have patience and play the game.

If you live in the city, start with them. Otherwise, call the county zoning. Keep asking questions and get phone numbers and call them until you get a good answer.
If worst comes to worst, you will have to get a permit. Is it cheaper to pay the tickets or get a permit? Go with the cheapest option.

Call your City Hall, And they will connect you with street maintance or Code Enforcement, They have a whole list of Depts. Designed to help the residents of your town. They will direct you to the proper authorities. But that is definitely the right route to take. I know because I use to do volunteer work for code enforcement, Most you will find very helpful.
