(7/20/06 - TEXAS CITY, TX) - Authorities detonated a large amount of a peroxide-based homemade explosive inside an apartment Thursday after discovering it a day earlier following a blast that killed a college student.
Before the controlled detonation by bomb technicians from the FBI, along with the Harris County Sheriff's Department and Houston police, residents of the 304-unit complex were evacuated.
FBI officials said they were forced to detonate the explosive inside the Texas City apartment because it was too unstable to move. The detonation caused a small fire inside the apartment. The FBI could not immediately identify the explosive but believed it was mixed in the apartment.
Authorities were called to the apartment Wednesday after a blast inside killed 21-year-old Matthew Rugo. His roommate, Curtis Jetton, was injured. He was later charged with providing false information to authorities. He is being held on $10,000 bond, police said.
Officials with the FBI and the Texas City Police Department did not immediately provide details on why the homemade explosive was made or whether it might have had any connection to terrorist activity.
"This thing is still under investigation. Right now our hope is to ensure the chemicals over there are under control," said Texas City Police Chief Robert Burby. "We don't have anything to lead us at this point to come out and say what this was for."
At a news conference Thursday, officials said Rugo was a student at a community college in Texas City and the apartment had been leased in his mother's name.
Authorities detonated some of the explosive earlier Thursday.
Officials said a local shelter had been set up for residents of the apartment complex in case they could not return to their homes.
