I'm in favor of the blue grasses or other non flowering types, but I would like some names.

You are better off going to a plant store and asking for their recommendations. The will also tell you how to take care of it, when to feed it, how to keep it healthy

One short blue grass is blue fescue. It forms a very nice low rounded mound. There are also several dwarfed fountain grasses (Up to 3' tall), zebra grasses, Imperata (Japanese Blood Grass). Any of these will make a nice showing at varying heights. All of these grasses are hardy perennials, unlike the admittedly very cool fiber optic grass.
When you say colorful, in flowering plants my first reaction would also be the portulacas (Moss rose and purslane). They're readily available, cheap, colorful and nearly maintenance-free.

My favorite is moss roses. They normally reseed themselves and love the sun. They are short rooted and do well in rock gardens as well as flower beds. They have a variety of colors to choose from. The blooms are very pretty and the foliage is unusual. I have inserted a link that will show you what they look like. They normally do not bloom until mid to late summer in the northeast. Ivy is pretty hardy and does not have flowers, as far as grasses there is Red Baron Grass( Imperata cylinrica Rubra) which is colorful (it has red tips) grows to about 12 to 16" and there is also Golden Hakone (Hakonechloa macra aureloa) which is also a grass that is a yellowish gold color, grows to about the same height as the Red Baron.

Nepeta mussini (catmint). About 6" tall, lavender, blooms almost all summer.

Any of the Dianthus (pinks) - also 6-8" and long-blooming.

Fiber optics... Yes, that's the name of the grass... and it is COOL!
