You should wait until you're old enough to move out and then get a pet. If your mom says no then the answer is no and there is really nothing you can do about it.

I had the same problem, and I now have a bird, hamster, fish, and a dog.First prove to your mom you can take care of a pet by doing responsible things around your house. Then find someone you trust and find out if they could watch your animal when and if you get one.Now find an animal that would be good for your home and your mom and dad. Then tell your parents about what you have done so far.Now sooner or later they will get you an animal. The best animal to get that will not shed lots and make a mess would be a bird, small animal,or a cat.

Sorry, there's nothing you can do if your parents say no. Your mom makes a valid point and unless you're able to work and earn the money yourself to pay for the shelter when your family goes on vacation and are able to keep your house free from pet hair and mess then you're just going to have to wait it out until you're able to move out and then get a dog. I know it sucks but that seems to be the reality of the situation.

Start small, man! Buy a short-haired cat. Or buy a hampster, they're fun too, although not like a dog.
I think you should talk more to your mom in private and not go through your dad. Tell her it's important for your development, and it's healthy. Tell her that you need the exercise and it's good influence on a young person's life. Tell her it's true that there will be some inconveniences some times, but the benefits far outweigh the sacrifice.
Once she softens up a little, then bring it up again to both of them (so your dad in in the loop) and ask respectfully. Just be persistent and try to act mature and commnunicative of your feelings, don't show your anger, but express your disappointment with words.

I know! Do you have any friends or relitives that have pets? You can ask them if they are willing to take care of your pet when you're gone with your family.
Also, if you have a nice nieghborhood, maybe sometime ask some nieghbors if you could walk thier dogs if they have any. Or even try and walk your friends' dogs if they have any. Make sure your mom knows what you're doing. (Also say if you want that you're gonna pick up their poop. Which is probably your mom's main concern of having a pet.)
Try pet-sitting also if you want.
Hope you get your puppy! (Be sure to get it at the pound or a shelter, its best to save a dog's life!)

Help other people take care of their animals. After you are grown and have your own place, you can have your own animal. Pets are truly, a big responsibility. A lot of times, Mom is the one who becomes responsible for the pets.

tell your parents the advantage of having a dog...the dog could be outside all day and sleep in a kennal at night, just build a gate...promise your mom to clean up every mess the dog makes...and save up to get a dog or ask for a birthday...don't bug your parents too much...hope it works out cause I have two dogs brother and sister and the sister dog belongs to my sis, there's no love like a boy and his mutt.

If they won't give in,volunteer at your local Humane Society. They always are looking for people to play with the dogs and cats for awhile so that they are not stuck in their cages 24/7.
