non motorbiker give you all the funny answers, actually its for conveniences on a short ride because you don't have to button-up or pull up the zip, if you wear the normal way without button/zip then its kind like superman flying, and if you have pillion rider then its annoying for the guy at the back !

Mainly to keep the jacket from poofing out. Though I have seen some jackets there that are desinged for the scooter people in mind, that have special air vents that keep it from poofing. Often you see people just wear the shell of a jacket the wrong way. They also do it because they think it looks cool.

Air enters the zipper/snaps and puffs the jacket out like a balloon. Wearing it backwards prevents this.
