Try the local builder's exchange, they have a list of prevailing wage jobs and who bid on them, who got them, etc.

MOST, but not all prevailing wage jobs recently are union, so you may have to sign up with a union. I don't know your trade specialty, but start with IBEW in Vacaville for more info.
