The water keeps the balloon cool enough not to melt & pop...
Same theory as boiling water in a paper cup. Carefully place a papercup half full of water in a fire and the water will boil in the cup. The cup will burn to the waterline, but the water keeps the cup from burning and allows the water to get hot enough to boil!

Prolly coz the heat from the match expands the rubber of the balloon - making it grow larger until it cannot expand anymore and hence, pops
With the water underneath, the heat is drawn to a cooler source (in comparison to the balloon) in an automatic attempt to balance out the temperature of the room. Hence, the balloon doesn't pop because it isn't receiving the same amount of heat without the water

HI gorgeous, how did you get water in a balloon in the first place?
Okay, assuming you manaaged to get water in there and it didn't pop.....HMMMM
Maybe the water is absorbing the heat of the match so quickly the skin of the balloon doesn't have the opportunity to get hot enough to rupture.

due to the pressure of water from inside which will not allow the balloon to pop.

well i guess that if you put the light right up under the area where the water is that would keep it from bursting .
