It depends on how badly he wants to become an actor. If he realy wants to and you are willing to go to Los Angeles and spend money then you should audition for IMTA. Look it up on Google. Or you get a list of agencies in the area that you live in and send them a good picture. Or get a professional photographed to take headshots and send one of those to an agent. If he just wants to for fun and isn't willing to really work for it I have heard or a website that looks for fresh new faces call ProScout.com. Or finally you could go to LAcasting.com. Read up on it. Breaking into the business is very hard. I know because i am an actor also. So good luck to him!

I don't know about television, but I know that Second City has classes for kids, at least during the summer. Check out the Second City website to see if there are classes in your city.
