Is he potty trained? Daytime trained, but still wetting at night? Are there medical reasons he still wears a diaper?
Usually a child is potty trained well before they are five -- but some kids continue to use the nighttime pullups up to the age 8 or 9. My son would have an accident at night every few days, so we used the pullups at night until he was about 6. It was less mess that way.
But if your brother is not potty trained at all ..... yes, that is a big problem ....

No it is not normal, and no it is not funny. If there is nothing physically wrong with him and your parents just are not willing or able to do it, Maybe you should help him. No school is going to take the child still in diapers you could start by taking him to the bathroom when you go.

No it's not funny. Is he being potty trained? If he's being potty trained, did it start recently. Sometimes children takes a while but most children I've seen normally are potty trained at least by 3 years old. Maybe the parent(s) need to take him to his Dr. to make sure all is well with him.
Since he is a male child, a good way to help him along the way is allow him to go to the bathroom with males (to watch them pee) in his household. This works everytime.

No, that is not normal. However all children take their own time in toilet training. Assuming the person training him hasn't just been lazy, I would consult a doctor. Would be nothing really bad wrong but the trigger in his brain might not be telling his little body yet when he needs to go.

No not funny...does he have bladder/bowel control problems that have prevented a successful potty training? I toilet trained my kids at the age of 2. It took a few months to get the hang of it.....and why are you asking us this? Why not ask your parents why your brother is still in diapers?

no and nothin wrong wit him either so dont listen to those people who says he does look i dont know your mom so im not judging but may be she can do something about that or if you are truely worried help him out wit potty training he needs to at least get to pull ups only in bed by the time he's 6 so help out good luck and have fun

Let him enjoy. Sometimes it takes 7 -9 years for the muscles to gain control.

That's not normal.By 3 you suppose to start training them in the bathroom by 5 they should know how to use the bathroom by his or her self.

well diaper for the night sleep is fine. but day time diaper is no.
but well, at kids have different developmental capabilities and pace.
