First off, nice Avatar! LOVE IT! (I know this will sound funny, but I loved PE - smart group!)
What is missing? The ability to get in good with anyone and everyone. People don't like the US much right now. No one is sharing much with us.

Well, the British treated this as a "law enforcement" problem and didn't violate peoples rights to discover the "terrorists." Maybe if we adequately funded our police departments and federal agencies we could do something like that too.
The US is willing to change the legal system to be ineffective, while Britain is allowing experts in law enforcement areas to stay within current parameters and make arrests.
In short, the legal system isn't the problem, our attitude and lack of planning is.

No additional powers are required in the US. In fact, the US allows for entrapment for conspiracy, which British law does not.
