picture of someone i scaned to the computer and i wanted to put design around it

Open the picture file. Hit the Print Screen button (which is next to the F12 key on the top row).

Open the paint program. Once its opened, right click the mouse and "paste". If you get the message that the clipboard isn't big enough and that asks if you want to make it bigger, click "yes".

Your picture should show up. You may want click on the Image button across the top of the paint program, and you'll get a pull-down-type menu. Click on "Attributes". This lets you make
the clipboard (the size of the screen you'll work on) larger. You may want to make it about 1200 in length and 1200 in width in order to give you room to alter the picture you have. (After you've created the picture you want with the frame you can then adjust the attributes to get rid of any extra white around the edges because the white will show up on your wallpaper if you don't.)

At the top of the toolbox on the paint program are two dotted cutting "tools". Use the rectangle to frame any edges around the picture that you want to get rid of. If you don't want to get rid of anything in the picture just make sure you enlarge the clipboard enough so that there is blank white space around the photo for you to design your frame.

Computers tend to either have 1024 x 768 pixels in wallpaper or else they have 800 x 600.

(If, by any chance, your paint program doesn't show a tool box down the side of the clipboard area click on tools and tools and click on "view toolbox".)

Design your frame. Save the file as whatever you want to name it. You can then either open the saved file, right click and click on "set as wallpaper".
