Try to boot on safe mood, sometimes that will work. Then fix your windowd by using your XP disc. But most likely that will not work because system32\config\system is one the main programs to start your pc even in mood. So just insert you cd and follow the instruction. The file that you want is in the "drivers.cab" it is compress so try to decompressed it. I havent try if "expand" or "decompress" commands works. When you find the file copy it and put it in system32\config. replace the old file, overwrite it.

Unfortunately you have to have the XP CD to fix the problem. The "r" (recovery) options copies the missing file back to your PC, but it has to have the CD to do that. So you may have to ask around and see if one of your friends has a CD you can borrow for the repair.

Go to your local "big box store and purchase the compete edition. You will never be able to get back on your computer without it. If you have an anti-virus program that loads on your CD while booting up, use that first. If you don't - get the CD. And an anti-virus program.

some computers has the recovery in a partiton on the disc, when start-up you can see a message like "press F12 to recover" or something like that.

you'll have to uncompress the cab with the file in it and put the uncompresed file in the location that the system is looking for it.
Other than that, you could always start trying to back up stuff and reload the system.

well i think you deleted some important files from "WINDOWS", unfortunately you have to re-install the windows xp, me, 95,98, 2000 whatever you have...
