I want to find the name of a property owner in Boise, ID and I'm not sure how to pose my question, please help ASAP.

Property tax records! Arranged, monitored, collected by COUNTY in the USA.
So, you go to the county tax collector pages, look at the Property Appraisers Office Website and put in the owner, the property, by address or platt description!
Easy enough to find, in about 30 seconds, the first time!

I doubt the info is on the net unless someone in your area posted it personally.
You need to go to the library and ask to view the platt maps. Those have details that show who owns which parcels of land.
